[FS#621] Update QCA988X firmware

Currently, the ath10k-firmware-qca988x package uses 10.2.4-1.0-00016 firmware of new 10.2.4-1.0 branch.
But, the 10.2.4.70.61-2 firmware is an old 10.2.4.70 branch.

Code Aurora seems to be developing firmware with a 10.2.4-1.0 branch.

If there is no problem with the current version, I think it is better to keep it.
