[FS#622] Xiaomi nano can not use 16M flash

Details - The flash size of xiaomi miwifi nano is 16M
but I setup install LEDE on xiaomi miwifi nano, it used 8M

I compile a image by IMAGEBUILDER
after edit lede-imagebuilder-17.01.0-ramips-mt7628.Linux-x86_64/target/linux/ramips/image/mt7628.mk "ralink_default_fw_size_8M" -> "ralink_default_fw_size_16M"

but it is still 8M flash size.
