I build an image using your config and the image has a /lib/modules/4.4.71/dwc2.ko. Means, it should work.

But your config is kind of outdated. CONFIG_ATH_USER_REGD and CONFIG_PACKAGE_kmod-owl-loader is selected by default since ages.

Please clean your build directory/do a fresh checkout, create your config from scratch and try again.
