ocserv is not in LEDE core packages, so this is the wrong place.

Bug should be either  
* in packages repo where the ocserv package itself is: https://github.com/openwrt/packages/issues , or
* for the LuCI part in LuCI repo where you already opened the issue https://github.com/openwrt/luci/issues/1184

Like I explained in your LuCI ticket, the bug is due to mixed info about the default in the ocserv main package plus in addition the default value in LuCI.

The ocserv package maintainer was notified about your LuCI ticket, so hopefully he fixes the main package, and LuCI can be adjusted accordingly.
