Choose which SSL library you want to use. Either use 'openssl' or 'mbedtls' for all packages requiring an SSL library. Since you have already chosen 'mbedtls' one in step one, make sure to select the version of openvpn which is built against the same library. In this case

    opkg install openvpn-mbedtls luci-app-openvpn

should do the trick. Or if you wish to use the 'openssl' library, the first step should have been

    opkg install luci-ssl-openssl
