[FS#912] dnsmasq won’t serve dhcp without wired clients

Details - Commit 6916ca8d33d introduced a check for carrier presence during the generation of dnsmasq dhcp config. I guess it is fair to say that very often lan will consist of a wired interface, bridged together with a wireless one. It would be nice to have DHCP serving this bridge even when there is no link in the wired interface.

I am not quite sure what is the purpose of the change (commit message does not help much), but I suggest it should go.
