Repeating what I already answered to your IRC enquiery, but wireless-regdb explicitly allows (5725 - 5875 @ 80), (25 mW), in accordance to "short range devices (ETSI EN 300 440-1)". The relevant changes was accepted in [[http://git.kernel.org/cgit/linux/kernel/git/sforshee/wireless-regdb.git/commit/?id=b7d520579f105ecfc389c9eb619ca78c2f797dfa|wireless-regdb: Update regulatory rules for Germany (DE) on 5GHz]] almost a year ago. See [[http://git.kernel.org/cgit/linux/kernel/git/sforshee/wireless-regdb.git/tree/db.txt?id=ce069203de85ff370d23bdca6c1a2edb941def35#n327|wireless-regdb git]] for details.
