Details -  - Occurs on r3157 but didn't on r3129 
 - No extra packages installed (can't get that far)
 - Image from https://downloads.lede-project.org/snapshots/targets/mvebu/generic/ (not self built)
 - Steps to reproduce = sysupgrade from r3129 to r3157 OR install from luci (tested both). Device always fails to boot and boots back to alternate
