[FS#419] Packages missing in spanshots

Also e.g. libustream-mbedtls is missing for mips_24kc (ar71xx) which is bad. That is a key platfrom and a key package.

Both libmbedtls and libustream-openssl are in http://downloads.lede-project.org/snapshots/packages/mips_24kc/base/ but no libustream-mbedtls

Looks like "build when needed" logic of the buildbot is failing somehow.

Additional strange thing is that I can't figure out where the faillogs are.
There is no evidence of the failure in http://downloads.lede-project.org/snapshots/faillogs/mips_24kc/
