During sysupgrade the system is already switched to a ramfs. Have a look at the file package/base-files/files/lib/upgrade/common.sh. There you find a lot of teh stuff that is done during sysupgrade. As far as I can see, it is enough to remove the reboot.

Could work. I'm not sure if the mtd splitter touches the mtd before failsafe (to create the rootfs_data partition).
