[FS#566] DHCP not handing out ip addresses

Details - On TP-Link 1043ND v4 with LEDE 17.01.0-rc2 with factory config and both pre-build firmware and a custom build I did with ImageBuilder, the dhcp-range option isn't getting written to the dnsmasq config file so ip addresses aren't getting handed out.

Here is the config file that gets generated:
