I guess you have made config customisations to busybox and openvpn?

OPENVPN_xxx_ENABLE_IPROUTE2=y


At the moment, "ip" command provided by ip-tiny, ip-full, and busybox are installed to different locations to avoid conflicts.  Maybe moving them to a common location like "/lib/libexec/" and introduce a postinst action like update-alternatives of the one in debian can help.  Order of preference of different variants can also be specified.
