[FS#556] TX power limited to 15dBm for AU country setting for tp-link wr842 v3

Details - Running lede 17.01, setting country to 'AU' (Australia) the tx power for the wifi is reported as 15dBm when it is set to 20dBm.
Changing the country code to (for example) Japan with the TX power set to 20dBm is reported as 20dBm in the wifi status page in Luci.

Observation of a wifi client shows a change in RX signal strength change of 5dB corresponding to the change is the TX power change in the wr842 v3 access point.

Rebooting the wr842 does not alter the incorrect tx power setting for a country setting of AU.
