[FS#509] Static IPv6 routes lost upon reboot

Details - Static IPv6 routes listed in /etc/config/network don't get added to the routing table when the device boots. Here's an entry I have for one in /etc/config/network:
config route6
        option interface 'lan'
        option target 'fd34:9791:afa8:8000::/64'
        option gateway 'fd34:9791:afa8::2'
I added that entry via LuCI, and the route was added to the routing table when I did that. It just never came back on the next or any subsequent reboots. Also, static IPv4 routes don't seem to have this problem. I tested all of this on an Archer C7 v2 running LEDE 17.01.0-rc2.
