Well, this is the first coherent set of reports about this bug we've had. #368 showed it working on a wide variety of single cores... (is the brcm in the first part of this thread a multicore?)

The unified thread is that it only seems to happen in smp mode (on both x86 and mips)... and btw, it doesn't happen on my apu2s (but they are all running 4.9.x at the moment).

This narrows down things considerably. We can narrow it down a bit more if you could try retaining ATF and booting into a single core mode? (I know you don't want to do that long term, but I just want to isolate the chipsets out of the question)....
