This does not seem to occur after disabling airtime fairness:

echo 0 > /sys/kernel/debug/ieee80211/phy0/ath9k/airtime_flags
echo 0 > /sys/kernel/debug/ieee80211/phy1/ath9k/airtime_flags

We should therefore open a specific bug about these panics occurring when this is enabled?
