No bug.
You can't have two libustream- variants installed.
You already have libustream-mbedtls, so you can't install libustream-openssl.

You need to check & clean your .config, and possibly remove some package that pulls in libustream-mbedtls. (e.g. if you want luci-ssl-openssl, do not select luci-ssl). If you have had earlier selections that used libustream-mbedtls, you may need to manually deselect those. It may be easier to build your .config from scratch.
