[FS#1236] OPKG update error if updated already

Details - I am running latest LEDE release 17.01 on my TP-Link TL-MR3420v2 and i ran across a small problem. If I update the package lists with opkg update, the first time as either the device has just booted up or the destination /tmp doesn't contain any package lists yet, the update runs fine.

But if i run the update again the opkg throws out of memory error. I did try to clear the /tmp/opkg-lists folder and then ran the update again and it worked. The update does not work if the opkg-lists already has files in it. Now i have no idea if it only looks for specific files or just any file and whether this error is only there for devices like mine. I also have no idea if the error is only being thrown for data in /tmp folder (RAM), as i remember you can change the package lists directory to a folder in USB/extroot but i haven't changed it so i dont know.

Furthermore, I noticed that after updating the package lists the update button in LuCi disappears, maybe they did it to decrease the possibility of updating again and again when the lists are already updated or maybe they knew the error was there already.

In any case, I am sure developers know their way around this and it shouldn't be much of the problem for them. Thanks
