Details - On a TP-Link Archer C2600 v1.1 running LEDE 17.01.2, running "reboot" does not work as expected.

The device becomes unreachable, all LEDs turn off, but then the device never boots back up.  A physical power cycle is needed to properly reboot the device.

Power consumption in this "zombie" state is about 5 W (measured on the plug), while the normal power consumption when idle is around 9 W.

When running "shutdown" from LEDE instead, the LEDs also turn off and the device becomes unreachable, but power consumption stays at 9 W.
