[FS#967] odhcp: does not honor 'ignore' on the dhcp section

The behavior of odhcpd in case of the ignore option is documented in the following commit https://git.lede-project.org/?p=project/odhcpd.git;a=commit;h=08a93676f4d3d13fa417a1f109b40d6c577dfb76.

In a nutshell the options 'ra', 'dhcpv4', 'dhcpv6', 'ndp' take precedence over the default 'ignore' state allowing to selectively enable services.

So if ignore option is set to 1 but ra and dhcpv6 options are set to either server/relay/hybrid the ra/DHCPv6 services will still be enabled.
