It isn't a bug it is intended.

LEDE 17.01 uses the [[https://github.com/openwrt/luci/tree/lede-17.01|lede-17.01]] branch of LuCI. If you want to have a specific LuCI fix included, ask the LuCI folks to backport the commit/fix to that branch.
