[FS#556] TX power limited to 15dBm for AU country setting for tp-link wr842 v3

The 842nv3 device is my primary router.
Repeated the initial test with LEDE 17.1.0 and could repeat the issue with the incorrect tx power for country code AU.
Reloaded using LEDE Reboot SNAPSHOT r3975-97d1c49 (downloaded a few minutes ago) and repeated test. TX power is indicating as per setting and observed RX signal strength on associated device shows a corresponding increase. This appears to have resolved the issue
