The router will need to run opkg command to fetch ipkg packages from remote servers which in this case should be "downloads.lede-project.org" by default.  You can check the "Configuration" tab in the "Software" page to see the content of /etc/opkg.conf

The server on your router runs opkg commands and reads the output, then present the output to your browser.  The error you saw happened was very likely caused by the opkg command hanged there without output.
