Your ISP is intercepting HTTP and redirecting the download requests elsewhere.
Sadly we cannot offer HTTPS by default as the required crypto libraries would not fit onto most devices.

You can however install any of the libustream-* libraries and switch your opkg sources to HTTPS to circumvent the HTTP interception above.
