[FS#674] list dhcp_option corrupts odhcp

Details - Supply the following if possible:
 - Device problem occurs on
   WRT1900ACS and other WRT machines

 - Software versions of LEDE release, packages, etc.
   Own compilated of Trunk March 26 (might be earlier as well but first here I noticed it)
   and latest of today 4 april 2017

 - Steps to reproduce

vi /etc/config/dhcp

under config dhcp 'lan'
add this line: list dhcp_option '6, 172.22.64.2'
or add this line: list dhcp_option '3, 172.22.64.1'

doesn't really matter much what you add, the moment you add something the dhcp doesn't run anymore.

I checked using dhcploc.exe to verify other dhcp servers are running on the network.
This one runs fine without these list dhcp_option lines.
but the moment you add them, no odhcp anymore.

My previous compilations between okt 2016 and february 2017 didn't have this issue.
So I expect this to be a bug.
