[FS#193] UCI: /etc/config/system not generated/parsed properly

Details - tested on LEDE: 72e9d19f6e704124a7092353a12eabf21710d782

Synopsis:

- When /etc/config/system does not exist, it is only touched
- When /etc/config/system does exist (sysupgrade), it is not parsed ("uci show system" does not contain the options this file defines)
- When /etc/config/system does exist (sysupgrade), and you delete this file on the 1st boot and reboot, it is generated and parsed only once. (on 2nd boot same behaviour)


Consequences:
- Services depending on values from this file (via UCI) are not getting booted (ntpd, logd, ...)
- Applications that required these deamons also fail to boot (OpenVPN, ...)
