I also own an APU2C4 and have not had any issues running 2x WLE600VX cards, and from what you describe it sounds like you may be overloading the board.

I took a look at the R11e-5HnD, and in it's specs I noticed that it advertises it's max power consumption at 5W. If you combine this with the R11e-2HPnD, which is 7W per http://i.mt.lv/routerboard/files/R11-160330120359.pdf, that's 12W alone just for wireless on a board that comes stock with a power supply that can only do 18W (12v 1.5A). 

Because of this, and everything you described, it sounds like you are just hitting a case of too much power draw, causing the APU2 to power itself down as 5W is not that much to power the rest of the board & peripherals.
