Noise floor reporting is not supported by the driver and the 14dBm limit are enforced by the drivers EEPROM, please raise an issue at https://github.com/openwrt/mt76/issues if you think you should be able to achieve higher values.

The reported default of 30dBm in no way relates to the hardware capability, its is just the displayed theoretical limit.
