[FS#71] DEVICE_PACKAGES not included in Snapshot builds

Details - I've received a report that wireless doesn't work with the snapshot builds of the BTHOMEHUB5A.

It is indeed limited to the snapshot build. A self compiled image (with the BTHOMEHUB5A profile selected) works as expected.

The obvious difference is a mismatch in file size of lede-lantiq-xrx200-BTHOMEHUBV5A-squashfs-sysupgrade.bin:

Snapshot: 3,8MB
Self build: 4,8MB

What I can see so far, none of the DEVICE_PACKAGES of the BTHOMEHUBV5A recipe is included in the snapshot image.
