I think this might be an issue with your laptop. I just tried the same with an ath9k client running the mac80211 version that OpenWrt uses. It associates just fine, and I get roughly 140-150 Mbit/s in iperf when sending data to it.
Do you have any other non-802.11ac clients you can test with?
