[FS#118] USB not working on Netgear D7800

Details - Netgear Nighthawk X4 D7800 the two USB Ports are not working. 
Signal is there but connected devices won't get power found out with powered usb-hub. 
Fiddling with the GPIOs i found out that GPIO 15 and 16 are responsible for powering the usb-ports.
