Regarding the U-NII-2 bands, it seems that they chose 250 mW to be 23 dBm since the conversion is actually 23.9794 dBm, and they chose the lower number which is consistent with past choices.

Regarding the U-NII-1 band, however, it seems they have no current way in the regulatory database to specify between master and client mode of the mac80211 device, so they went with the lower allowed level. It seems that this might be an appropriate place for LEDE to add in the support for the higher powers based on the current mode of the wireless radio.
