[FS#74] Sysupgrade locks you out if no interfaces are static

Details - I was just running with all interfaces of type 'hnet', and did a sysupgrade.  Of course, when the router came back up, the hnetd-nossl package was no longer installed, so LEDE failed to assign any addresses to any interfaces.  No big deal (hence the low priority), one can always log-in through the IPv6 link-local -- but annoying nonetheless.

I don't see a good solution, to this issue.  Refuse to do a sysupgrade when no interfaces are static?  Bring up an interface with a static address if the interface couldn't be brought up normally?  Do nothing, and blame the user?
