although the end of kernel bss grows, but there should be still
enough memory for crash kernel, at least 02000000-21ffffff should
be available, don't know why kernel fails to find it... IIRC, the bootmem
allocator was written between .32 and .38.

Anyway, could you add "bootmem_debug" to your .38 kernel to see
why kernel fails to reserve it?
