Recent RADIUS pending request change breaks eapol_test

Thanks for finding this. It is kind of interesting that this did not
show up in any of my testing with hostapd, but it looks like the
eapol_test design for getting the first RADIUS request out is slightly
different at that was sufficient to trigger the issue. Anyway, that
earlier commit was quite broken and it is now fixed with this:
