eapol_test crashes starting with June 2025 commit 1adffc200

The main issue is from an earlier commit, but that more recent change
triggered this to happen in practice. This commit fixes eapol_test:

In addition, I added a hwsim test case to verify that eapol_test is able
to complete an authentication exchange so that this type of issue will
show up in automated testing in the future.
