Intel cards support up to 16 stations max (overall). A couple of stations are used for internal purposes so you should have a bit less.
In any case it should be freed if the station disconnects.
If this is not the case, it should be further debugged.
Please collect dmesg and hostapd logs and trace-cmd if possible. See (https://wireless.wiki.kernel.org/en/users/drivers/iwlwifi/debugging)
