chanlist option not working properly?

Hi all,

I have some devices which are present outdoor in Port/harbor area
where wifi is pretty crowded.

Settings:
Wifi5 - VHT20

To avoid weather radar, I tried using the chanlist option:
chanlist=100-116 132-165

When rebooting the devices 100 times as a test,  in 30% of the cases
it still picks channels 120,124,128
(Those are nearly empty here due to weather radar)

Any idea what is going wrong here?
(Tested on todays master state of hostapd)
