Basic Service Set
Strictly speaking, in the IEEE Std 802.11 language, it is the set of
STAs (including the one in the AP) that have successfully synchronized.
In hostapd configuration, it refers to the context in which the access
point is operating a network and that is structured to be a separate
instance of "upper layer" parameters from the channel/radio
configuration since there might be multiple BSSs sharing the same radio.
