hostapd service only starts manually

The systemd service hostapd is enabled and when the system is started
the service reports that it is up but none of my Wifi devices can find
the network.

So I have to shutdown the service with a # systemctl stop hostapd and
then start the hostapd service manually.
# hostapd -dd /etc/hostapd/hostapd.conf.

When the hostapd service is started with the method above my wifi
devices are able to find the wifi access point.

I don't find anything in the logs which point to the issue and both
methods use the conf file /etc/hostapd/hostapd.conf to start the
service via systemd and manully.
