FT with SuiteB 192 bit

Hi,
The FT roaming with Suiteb 192-bit in Hostapd is wrapped under #ifdef
CONFIG_FILS.
Can we have FT + Suiteb 192 bit without enabling FILS.  This is to
support Fast BSS transition using SuiteB-192 bit with FT (AKM suite
00-0F-AC-13)
Is it mandated as per standard or there is some issue with understanding?
Can you please let me know if there is a way to enable this without
enabling FILS.
