[PATCH] dbus: Export SAE capability

What would this be used for and why would the more complete SAE
capability indication in wpas_dbus_getter_capabilities() not be better
option for that use case? I would have expected it to be more valuable
to know whether SAE can be used with a specific interface than whether
wpa_supplicant build includes SAE support especially if that support
cannot be used in practice.
