[PATCH V2 1/7] HE: move some configs from iface -> bss

The following 3 structs are currently iface structs but should really be
BSS specififc.
- struct he_operation he_op;
- struct ieee80211_he_mu_edca_parameter_set he_mu_edca;
- struct spatial_reuse spr;
