[PATCH] FT: Add FT over-the-DS selection for SME based drivers

Perhaps for this patch we can modify it so that the supplicant chooses
over-the-DS if the AP advertises support for it, and over-the-air in all
other cases.

Further investigation can be done to determine if there is an algorithmic
way of determining the best FT roam mechanism from within the supplicant,
and a separate patch can be created at that time.

That's a good question. In our testing, we see a larger performance
variation with FT over-the-DS (as it is more dependent on the
underlying wired infrastructure), than with FT over-the-air. This
often results in FT over-the-DS having a slower average roam time than
FT over-the-air. However, FT over-the-DS can be faster than FT
over-the-air with a well-designed wired infrastructure or when RF
congestion is a problem, as the authentication frames do not need to
be transmitted over-the-air.
