wpa_supplicant: why is BSS blacklisted twice ?

Hello list,
Reading the code in wpa_supplicant.c, in function wpas_connection_failed(),
I see that a BSS may be blacklisted twice in a row.
This happens if another AP is known for the same network, resulting in the
blacklist count being directly set to 2.
So I just wonder why it is needed to blacklist twice? Anybody knows?
Context: my setup must use a very crowded channel and authentication often
fails due to dropped responses. While debugging I noticed that the
blacklist count sometimes jumps to 2 after a failure, not always, since
there are other paths to blacklist a BSS.
