How to configure EAP-PWD in hostapd

Hello Experts,

I'm trying to perform EAP-PWD with my android phone, but the RADIUS
server (Ubuntu-16.04.2 + hostapd-2.6) doesn't pass the authentication.
Were there any configurations, operations I missed or did wrong ?

PS: I could perform EAP-TTLS, EAP-PEAP with my android phone with the
same RADIUS server and configurations.

Here is my settings:
1. In the ".config" file
Uncomment "CONFIG_EAP_PWD=y".
2. In the "hostapd.conf"
Uncomment "pwd_group=19"
Uncomment "sae_groups=19 20 21 25 26"
3. In the "hostapd.eap_user"
Add "eappwd" PWD "test1234"
