That failure is not with CONFIG_IEEE80211W=y. The command line did not
define CONFIG_IEEE80211W..

And that ieee80211w would be there if CONFIG_IEEE80211W were defined..

Setting the build parameter to any value, including n, will actually
enable this, i.e., CONFIG_IEEE80211W=n is equivalent to
CONFIG_IEEE80211=y.

You had MBO enabled in the build (CONFIG_MBO=y). MBO requires PMF (IEEE
802.11w) and as such, CONFIG_IEEE80211W=y needs to be enabled as well
for a build that includes MBO.
