This misses a change to tests/hwsim/vm/vm-run.sh to update the kernel
command line (mac80211_hwsim.radios=..) and as such, breaks all VM
testing..

That said, I don't really like this way of adding yet more fixed devices
to the setup. Wouldn't the mesh test cases be able to use dynamic
addition of radios within each test case based on its needs?

Search for "with HWSimRadio() as" to find examples of such
dynamic interface addition.
