[CONF] enable 802.11AC in hostapd

We need to separate this in to technology and band like we do for
ieee80211n, ieee80211ac we can have ieee80211a as well and can
be disabled for 11n.

Right, i guess its too late to ask for this change :-).

Ideally yes, but i doubt most of non-wifi users do this.
