The issue got resolved on disabling "eap_server=1".

That hostapd.conf has invalid authentication configuration. It is trying
to enable both use of an external RADIUS authentication server
(auth_server_*) and use of the internal server (eap_server=1). You need
to remove one of those based on which option you want to use. Since
there was not a complete configuration of the internal server, I'd
assume eap_server=1 should be removed from the configuration.
